Is Senator Josh Newman playing partisan political games with SB 907?

Orange County Senator Janet Nguyen asks Josh Newman why his SB 907 singles out Orange County for special treatment. If SB 907 is good public policy, why doesn’t it apply to the entire state? Why doesn't Senator Newman amend his bill to apply to every county in California? Is this because he’s trying to single Orange County out for some sort of partisan political reason?
